Remember:
Paint, no matter how high a quality, will not serve as a "glue"
for holding down old coats of paint that are peeling, cracking,
or falling off. A new coat of paint applied over an old coat of
paint that has not been correctly stripped and sanded, or cracks
that have not been correctly filled in and repaired before being
newly painted, will fail to halt the effects of present and future
damage to an area with existing problems such as water- damage,
rotting wood or places with moisture problems. With that in mind,
the client must choose whether to use oil or latex painting materials.

There are two types of base paint products that can be used for exterior and interior application are oil and latex paint. The differences are very simple. Oil based paint (among the oldest types) can be harsher to the environment. It may also require other chemicals such as "paint-thinner" during its use and cleaning up. These materials are also harsh on the environment. Latex paint, which is a water-based paint, is relatively newer and is generally easier to use, since only water is needed during the cleanup process. Both types work very well on woods, walls, interiors, and exteriors (providing the surfaces have been properly prepped).
Perhaps even more important than what paint is used is the primer, which is used before any new paint is applied to a new or previously painted surface. Oil based or latex based primer is used according to what paint will be used later. Primer provides a variety of performance elements such as stain blocking, corrosion inhibition, surface filling and enhanced "hide" for minor defects. The primer's main function is to cover the porous surfaces, or tiny holes and bumps (such as what is found on sheetrock or walls etc.). In certain surfaces, failure to use the correct primer on a very porous surface results in having to use more coats of paint to cover the surface in an even manner.
